Pan-European Public Procurement Online – How does PEPPOL work?

PEPPOL is based on an EU initiative to exchange documents between public administration and companies. For this purpose, a set of specifications and standards has been developed that can be integrated into existing eProcurement or service provider solutions. The further development of these standards is administered by the OpenPEPPOL organization. The integration of the standards usually takes place with service providers, who then enable companies to access the PEPPOL network as an access point.

The PEPPOL e-delivery network – specifications and standards

The PEPPOL network can be used to exchange orders, invoices, catalogues and delivery notes. For each of these documents, OpenPEPPOL maintains a standard, the so-called PEPPOL BIS (Business Interoperability Specification). Peppol BIS is currently available in version 3.0.

The data exchange is handled via the AS4 standard. A central address register (SMP and SML) can be used to check which access point can be used to reach a particular document recipient or sender. This check is carried out automatically via the access points.

With the help of a central agreement with OpenPEPPOL, any access point can exchange data with any other access point. Thus, compliance with the standards and specifications is carried out overall via the certified access points. Crossinx's offer includes the service of adapting to the existing infrastructure of document senders or recipients.

This means that the data exchange between crossinx and the customers can also be arranged for any other data formats and data protocols. The connection to PEPPOL is already included in various crossinx products.

Use of PEPPOL in public administration

The initial implementation of PEPPOL took place in the Public Administration of Norway. PEPPOL is now in use in many European countries and also worldwide. In total, PEPPOL is used in 32 European countries as well as in Australia, New Zealand, Singapore, Canada, the USA and South Africa. In 15 countries, National PEPPOL Authorities monitor compliance with the standards or define local extensions of the standards (e.g. KOSIT in Germany).

The PEPPOL certification is the basis for the connection to public administration platforms in several countries such as.B Singapore and Australia, but also the Federal Portal and the State Portal Bremen.
